Cindy-Lou talks to her mom (named as Donna Who) at least 4 times.
However, the only valid one of these conversations (in my opinion) is primarily about housework, which is why I think it's a dubious pass - the rest are about either Santa Claus or the Grinch.
Cindy-Lou's friends are mainly boys except one girl who has a scarf covering her mouth - she's almost literally gagged - and I think this character (Izzy?) only has 1 line.
Cindy-Lou is a great and inspiring female character, so it's disappointing that there's so little female representation in the rest of it.
